Corrected the filtering logic

What have been done:

  1. Moved the filtering logic from ExcelReader class to FilteringStrategy class
  2. Records in INCOMPLETE state now can be imported into MongoDB
  3. New headers are added to the Excel spreadsheet as well as the Special class
